Logging is too verbose with the new components added in sherlock - investigate ways we can minimize logging

ns_server had to double the # of logs (from 5 logs to 10) that are retained in sherlock. The reason is that the new components are logging somewhat excessively (so that logs get rotated and deleted faster) and I want to increase the chance that valuable information from a crash or other bad situation is retained.

We need to get back to 5 logs in Watson. I hope this can be accomplished by the new components of goxdcr, indexing and query fine tuning their logging down to a more reasonable level.
