Throttle Memdb throughput for end to end insertion rate measurement.

The team reported higher insertion rate with 2i when using memdb as the 'storage' layer. It will be interesting to throttle Memdb throughput to say 30K insertions per sec and perform end to end insertion rate measurement. This would provide more information on whether we are fully utilizing storage layer throughput.
