[system test] Indexing is stuck for default bucket.

    Description

      the index building activity on default bucket is extremely slow.

      Though the indexer is not getting stuck here, the drain rate for the bucket is low at 20-30 items/sec.

      Incoming sets ~ 1k

      Attached is a screenshot of the index items pending
      and drain rate of a single index

      The ram/disk usage shows enough Index space on the indexer node.
