Capability to detect the mis-match of CERT and alert in UI

    Description

      I made a change to ssl-cert-key.pem-ca to simulate the mismatch of the CERT in cluster. The server is not able to detect the change.

      After I restart couchbase, the cert is restored to the one before I made change.

      I think the server should do:
      1. Detect the mis-match of CERT
      2. Alert user on UI
      3. Restore to correct CERT without restarting couchbase
