SwapRebalance test failing sporadically.

    Description

      The SwapRebalance test is failing sporadically. I am not sure if this has always been the case. We used to run the build-sanity only once a day till yesterday and we didn't really see this issue. But now we run it more often.

      This test failing on Centos7 for 4.5.0-498 and 4.5.0-505, as you can see from the history here: http://server.jenkins.couchbase.com/job/build_sanity_matrix/DISTRO=centos7,TYPE=4node/

      It also failed on Windows for 4.5.0-501 and 4.5.0-505:
      http://server.jenkins.couchbase.com/job/build_sanity_matrix/DISTRO=win64,TYPE=4node/

      Since it is passing other times, it may be some timing related issue in the product or in the test possibly.
