Remove the sanity check added to prevent adding passive streams if DCP stream exists

    Description

      One customer was blocked upgrading to 3.1.1 by this sanity check and there appeared to be no effective workaround. Given that we have a little time in 3.1.2 I suggest we remove this sanity check so that we're back to being "bug compatible" with the TAP -> DCP upgrade behavior that we had in 3.1.0 and before.
