[FTS] Finalize port range

According to Couchbase conventions, an externally accessible port that services client requests should look more like "809x" than "9xxx". If the currently allocated port is indeed internal, I need to document the port that clients use so customers can open ports for it. If it's supposed to serve clients, we need to change the port range.
