FTS service should not be "on by default" for watson GA as it is a preview capability in cluster init, add server dialogs.

    Description

      This isn't required for DP, however starting in beta, we should ensure preview features are not on by default and they are clearly market as preview in the UI so folks don't deploy these to production environments by mistake.
      preview features, per previous agreement, should be off by default and require explicit add from admins.
