Check that metadata will fit in Bucket Quota when removing nodes

    Description

      When rebalancing to a smaller cluster size (i.e. removing nodes), it should be possible for ns_server to work out how much Bucket Quota will be left, and if that is enough to store the metadata for the bucket - if it isn't (and the bucket is using Value Eviction), then the rebalance shouldn't even start.
