Allow changing GSI storage option without removing all nodes with index service

Can we change it after the fact simply by dropping all indexes?

-Right now the expectation is that we will remove the index nodes from the cluster, but that could be quite a painful process for our users, requiring multiple copy-paste, remove, rebalance operations. If all indexes could be dropped, the storage mode changed and the indexes re-applied it would be much much easier
