[Windows] Default Index RAM Quota not enough for even one sample (like travel-sample)

• Install 4.5.0-1308 (DP build) on Windows
• Uncheck Full Text for Services
• Select Memory-optimized Global Index for Index Storage Setting.
• Use default values for other settings.
• Select travel-sample as my sample bucket
• After a long time, travel-sample index status was still in "PAUSED" status.

John looked at the logs and found that there was not enough memory for the index. Increased the memory to 512MB fixed the issue.

• Users should not need to change any default values to use any sample data that we ship with.
• Logs do not indicate that there is not enough memory to build index.

Requests:

• Change the default RAM quote for Index to 1024MB for Windows.
• Logs to show why creating index was paused if possible.
