[FTS] cbft process cpu utilization too high in idle state

With 0 indexes, the cpu utilization hovers near 0. With the addition of just a single index (32 pindexes in my case), we observed that even after the index is finished building, the cpu utilization is often 10-20%. This is too high, and we suspect it has to do with the implementation of the stats colleciton.
