Rebalance hangs - seen with full eviction

Seen on build 1673 and previous ones. Note that this test is seen with full eviction

The test case is:
python testrunner.py -i /tmp/rebal.ini -c conf/tunable-mem/py-newrebalance-in.conf -p active_resident_threshold=90,dgm_run=true,eviction_policy=fullEviction,max_verify=100000,get-cbcollect-info=True,GROUP=P0,stop_on_failure=true,skip_cleanup=true

We start with one node .29 and then add .26, .27 and .28 and then do a rebalance. The rebalance hangs here:

The servers are in the hung state now and I will leave them that way for the next few hours if you want to take a look.
