port_adaptor doesn't shut down its child on Windows

I need it to just brutally kill its child since we're not using it for memcached any more.

Without this, we have no way of shutting down vbucketmigrator.

We should also verify it properly transmits the exit status to its parent so that we detect failed vbucketmigrator runs.
