Index service not available after Full Recovery

    Description

      1. Create a cluster of 8 nodes and 1 index + query service node
      2. Create a bucket and add 300M documents
      3. Now create a primary index on bucket and verify that index is building.
      4. Now failover the index node and remove data node
      5. For index node do a full recovery
      6. Now rebalance.

      Verify that the index created exists and is building.

      Actual result:
