waiting on server manage screen when rebalancing

fresh install on 2 nodes .253 and .254

join cluster from .254 to .253

on .254 UI, press rebalance to join up with .253

go to .253 UI and go to Manage>Servers screen. The screen has a "working" spinning thing in a strange place on the screen until rebalance completes. We should either:

1. have a message that rebalance is in process to go along with the wait thing...and it should look better (centered? with some white space around it?)
-or (preferred)
2. see the servers and the rebalance progress bars where appropriate.
