Add a GSI setting for array index key size

There is a setting for changing the size of key which is an array in case of array indexing:
"indexer.settings.max_array_seckey_size": ConfigValue

{ 10240, "Maximum size of secondary index key size for array index", 10240, false, // mutable }

The default value of this is 10240 bytes (10 KB).

Please expose this settings in GSI Settings UI.
