can't assign storage type of GSI on the first index service node being added.

build 1925 on ubuntu 12.04
1- get a single node cluster with data only.
2- add a second node with index and query.

• the index service settings dialog correctly pops up for setting ram quota for index but storage type setting is disabled. (see attached screenshot)

expected: the index storage option should allow changes to memory optimized.
