[FTS] stopping rebalance and adding server back led to repeated listed node

While debugging another issue, under OSX cluster_run dev environment, I killed a rebalance near the end. It was a rebalance-out operation.

During the add-back and Rebalance, I noticed the same node was added twice, using a different UUID. See screenshot.
