Critical Description
Under parser/n1ql, we need to fix build.sh so that nex is only built when the file n1ql.nex has been modified.
Marco had previously offered a fix that works on all platforms, including Windows. The fix should also work on fresh repositories, and should work if n1ql.nn.go is manually deleted.
