[EntBackup] restoring fts index is not working when kv and fts are configured on different nodes in a cluster

1. Create a cluster with 2 nodes : 1 kv node and 1 fts node
2. Create default bucket on the cluster and pump in data
3. Create fts index on the cluster
4. Backup the data in this cluster
5. Create a restore cluster with 2 nodes: 1 kv node and 1 fts node
6. Create default bucket on the restore cluster
7. Restore data on to this cluster from the data we backed up
8. Fails with an error message:

This is observed in 4.5.0-2083
