index building is restarted instead of paused during building, if indexer runs out of memory

populate 300M items on default
create index i1 on default(meta().id);

index building runs out of memory after the first few million items. The indexer restarts indexing items shortly after it hits OOM on the node. instead of pausing and starting from where it left off, index building is retried over and over again consuming machine resource.

expected behavior; index building pauses until more memory is added.
