KV 95% GET/SET latency increase in build 2151

Hi, Wayne,

I noticed that there's a big increase for 95% GET/SET latency with build 2151.
Namely, here are the tests affected:
95th percentile GET latency (ms), mixed, 1 bucket x 150M x 2KB, DGM, 6K ops/sec, 20% cache miss rate
95th percentile SET latency (ms), mixed, 1 bucket x 20M x 2KB, non-DGM, 10K ops/sec
95th percentile GET latency (ms), mixed, 1 bucket x 20M x 2KB, non-DGM, 10K ops/sec
