Query engine doesn't appear to be loading new x.509 certificates properly

    Description

      Initially assigning this to the ns_server team. This is on build 2151. I uploaded certificates to ns_server and can connect to port 8091, but not 8093. I also noticed that the path to the certificates did not change after the upload or after I manually terminated the query process.
