CouchKVStore::openDB_retry should log retries at NOTICE rather than INFO

    Description

      Currently retries get logged at INFO (With the last retry failing through to a WARNING log). They should be logged at NOTICE since they should be infrequent and are interesting information about deteriorating disks.
