Add replicateTo and persistTo with full rollback under error

    Description

      today observed operations - replicateto and persistto do not rollback under error. server reties on their behalf and operations may eventually sucseed even though the initial call may fail.
      in future, we should provide a tunable to allow failures to observe to rollback the original operations.
