[PerfSanity] Rebalance-In 1 node w/ views is 2X slower in 4.5.0 v/s 4.1.0

      Test to run:
      python -u perfSanity/scripts/perf_regression_runner_alpha.py -v 4.1.0-5005 -r 2016-05-02:13:21 -q testName='rebalance_views'

      which runs below test spec
      + /tmp/env/bin/python -m perfrunner -c perfSanity/clusters/base_test.spec -t perfSanity/tests/reb_in_1M_views.test --nodebug

      What the test does:
      1. create a 2 node cluster, 1 bucket, load "items": 1000000
      2. Creating new ddoc A, bucket bucket-1
      3. Querying view: bucket-1/_design/A/_view/id_by_city
      4. Rebalance IN 1 new node

      Rebalance time in 410 is 5.21 minutes
      Rebalance time in 450 is 10 minutes

      This is a regression.
