Major Description
Currently router keeps a map of counters for each out nozzles it routes to. This is unnecessary since the values of the counters can be inferred from existing stats in dcp nozzle and out nozzle. The unnecessary overhead is higher now with the new locking we added on counters to avoid race conditions.
