rebalance hung at 99.8% for over a minute

brand new install - centos-64 bit. 2 nodes. Steps:

1. install on .253 - create new cluster with 200MB memory limit
2. install on .254 - join .253
3. press rebalance
4. rebalance proceeds on both quickly, one ends at 100%, the other (.254) stops at 99.8%. I allow it to sit there for over a minute. Then it finally completes the last .8%.
