timing of vbmap update and dcp stream end

    Description

      In the attached log files from MB-19145 it was observed that projector got a stream end, looked at vbmap, and reconnected to vb640 on a node that held a replica (as per memcached). This bug is to investigate why this happened, as vbmap updates are supposed to be near atomic.
