RBAC not enabled during cluster_run builds with FORCE_ENTERPRISE=true

Run:

FORCE_ENTERPRISE=true ./cluster_run

When you set up the server you will notice that there is no RBAC page in the security tab. You will also notice that RBAC REST calls fail. It appears that the RBAC feature is not available even though we are running an enterprise build.
