ForestKVStore needs to iterate over all items for expiry in full eviction with CBR

In the absence of full compaction, and only circular block reuse, ForestKVStore cannot expire items in full eviction mode, since current expiry logic relies on compaction.
Instead it needs to have a periodic full database iterator that examines all items in kvstore and expire them.
