Reduce the time memcached takes to delete a bucket if conn_write connection still present

See MB-19756 for background, and specifically Tommie's commit

In the linked scenario, a connection still in conn_write delayed bucket deletion sufficiently that ns_server timed out. The connection was eventually closed (and bucket deletion completed), but we should investigate if we can more forcefully / quickly close connections in this state.
