Add comments into static_config clarify what settings can be changed

    Description

      Similar to JIRA, DOC-1565
      Changing the log path means changing the variable error_logger_mf_dir in the static config file,
      /opt/couchbase/etc/couchbase/static_config there's also a bit about logging levels that can be changed in the documentation.

      We need to include a big warning in the comments at the top stating which settings in the file can be changed and what is not supported.
