[GSI] Indexer hangs while going to Paused state when recovery is in progress

      node 1: data, n1ql
      node 2: data
      node 3: index
      node 4: index

    Description

      Steps:
      1. create 3 indexes on node 3.
      2. Load data so that node3 (indexer) goes into Paused state.
      3. Issue drop index command for the indexes on node 3.

      Drop index times out.
