Projector may hang after unexpected stream_end

While debugging a customer issue, we observed that when KV node abruptly stopped, projector hung at stream end. We managed to resolve it by restarting projector, but it should auto recover. Bug to fix the corner case handling.

WORKAROUND: We can turn off multiple DCP stream performance enhancement. There is a small performance loss, but unless MOI is being run at full speed, it'd not be much:
