[GSI][OOM] bucket item count mismatch found for MOI when indexer comes online after being Paused

Steps:
1. Create Indexes on Node 3
2. Add data to push Node 3 to paused State.
3. Increase memory quota for indexer and verify if node 3 is back online.
4. When node 3 comes online, query and verify results against bucket items.

Observation:
Bucket count is less than Count given by index.
