Major Description
bucket IO priority setting goes beyond bucket IO priority and for them to apply to the ephemeral buckets, we need to rename the setting to reflect what it really does: the proposed name is "bucket priority"
rename bucket IO priority in the couchbase bucket to "bucket priority"
