Add buffer cycling to phosphor

This involves the modification of the code so that instead of just stopping when a buffer is full, the trace log can create a new buffer and give the old buffer straight to a callback. This can be supplemented through the addition of an adaptor to allow a buffer cycling callback to be also used for a tracing stopped callback.
