DCP stream request times out in MOI initial index build with rebalance test

Details

    Description

      Test start the rebalance from 6KV to 7 KV nodes and start building index.
      Observed that few times it takes more time to build index.
      Number of documents - 20M

      Here is one of run where it took more than 5 min to build index - http://perf.jenkins.couchbase.com/job/secondary-moi/238/ - Build 4.5.0 2601
