LWW Supportability - stats when logical counter is used in HLC

    Description

      As request by support on LWW debugging, provide a new per-vbucket stat to record the number of mutations which is assigned to new HLC by incrementing the logical counter (instead of using physical time). This is one way to track if clock leap backwards.

            This work will be done inside MB-20725 which adds a variety of debug/supportability stats.

            There may be some test cases for HLC monotonicity which require these stats in order to implement the test cases. I am adding QE to the watcher list in case they depends on this MB.
