Critical Description
Following on from MB-21599, kv-engine now has the ability to prevent (set|delete)_with_meta unless to a LWW bucket unless the correct flags are specified (see MB for details).
Now XDCR needs to ensure that the *_with_meta ops coming from a LWW bucket set the appropriate flags.
