Index selection varies during query

CBSE-2996:
When multiple indexes are created a query will occasionally perform an intersect scan instead of selecting the best performing index to service a query.
Work around is to include additional field in the index to force the optimizer to select the intended index. While this 'shouldn't' be required it would be good if we weren't forced to use a hint.
