newly added node showing up as already rebalanced instead of pending rebalance

Install ns server 1.6.0beta3.2-33 32bit for windows on 2 windows 7 64bit
Go through initial setup and open up northscale web console.
On node A, add node B to node A
On server page of both nodes, I don't see pending rebalance of node B (not as expected because I does not click on rebalance button yet).
