Enable "Enable Replication" Checkbox for membase buckets and max replica count of three

    Description

      The Enable Replication checkbox in the bucket creation/edit (including default bucket creation screen) should be enabled.

      If it is ticked, Replica count needs to be >=1

      If it is unticked, Replica count is 0
