[CX] Simplify configuration of memory parameters

The configuration of memory parameters is difficult. Even simple changes require a some understanding about the architecture of the system and how the parameters a being used.
We should provide a simple way to get to a good initial configuration by just providing a memory budget for an NC and leaving the partitioning of the budget to the system.
