Investigate intermittent flush pause

In CBPS-227, we see there is intermittent flush pause (200ms - 1s) with initial index build when incoming mutation rate is at 1M on 500M index. Note that during the flush pause, there is no new snapshot created, but log still shows that mutation coming in from dataport at 1M/s.
