Enable MSVC's static code analysis in Commit validation

    Description

      MSVC has it's own built-in static code analysis. We should consider adding this to our CV suite.

      I did an experimental run - see http://cv.jenkins.couchbase.com/view/Commit%20Validation/view/memcached/job/memcached-gerrit-master-daver/ - appears to be producing warnings in GTest. Should probably retry with MSVC 2015.
