[CX] Determine expected resource consumption for a request

Foo be able to implement a resource based policy for concurrent query management we need to be able to determine the expected resource consumption for a request.

• Determine the resource (memory) requirements for each stage of a job
• Use the maximum of the stages to determine the consumption for the job
• Use visitors on the physical query plan to implement this.
