Adjust pipeline-batch dynamically in all places

make pipeline-cap and pipeline-batch dynamic on spock

Pipeline-cap is dynamically takes affect at the beginning of query. This is channel size we can’t change in the middle of query.

For FETCH , Pipekine-batch is dynamically takes affect at the beginning and for second fetch it automatically adjust to Pipeline-cap.

We may have to do same for UPDATE/DELETE.
